Analysis
Ohio's record: hurricanes, a tax increase, and big weekly swings
Ohio’s yearly average has been below the U.S. average in every year since the EIA began weekly Ohio data in May 2003. The discount was 3¢ to 10¢ through 2016 and widened to 15¢ in 2017 and 19¢ in 2018. It narrowed to 12¢ in 2019, the year the state raised its gasoline tax by 10.5¢, and has been between 11¢ and 19¢ since.
Gulf Coast hurricanes reach Ohio through the pipelines that supply the Midwest. In the week of September 15, 2008, after Hurricane Ike shut about 14 Texas refineries, Ohio’s average rose 43.6¢ to $3.99, more than twice the 18.7¢ national increase. Four weeks later, in the week of October 13, 2008, it fell 41.9¢ as the financial crisis pulled prices down nationwide.
The state’s record weekly average is $5.04, in the week of June 13, 2022, slightly above the U.S. record of $5.01 that week. Its lowest price since 2003 is $1.36, in December 2003, and the 2020 pandemic low came close to that: $1.40 in the week of April 27, 2020, when the national average was $1.77.
Recent years show large single-week moves in both directions. In late 2025, Ohio’s average fell 35.7¢ in the week of November 24 while the national average was unchanged. In 2026 it rose 69.4¢ in the week of March 9 and 90.5¢ in the week of May 4, reaching $4.78, its high for the year and 32.4¢ above the national average, the widest premium in its record. Two weeks later it was about 2¢ above the U.S. average.

Ohio's most expensive complete year in constant 2025 dollars is 2012, at an inflation-adjusted $5.00 against a pump average of $3.56. The inflation-adjusted average for 2012 rose 1.0% from 2011. Its highest week was $3.91 in the week of March 26, 2012, and its lowest week was $3.11 in the week of December 17, 2012.
The 2008 pump average was $3.17, equal to an inflation-adjusted $4.73 and 4th-most-expensive among the 22 years. Ohio averaged 7.8¢ below the U.S. average in 2008. The highest week that year was $4.05 in the week of July 14, 2008, and the lowest week was $1.55 in the week of December 29, 2008. For 2004, the pump average was $1.79 and the inflation-adjusted figure was $3.06, 18th-most-expensive, with Ohio 5.9¢ below the U.S. average over the same weeks.
The inflation-adjusted average for 2014 was $4.52, 5th-most-expensive, and the inflation-adjusted average for 2015 was $3.16, 16th-most-expensive, after a 30.1% fall from 2014. The inflation-adjusted figure for 2016 was $2.78, 21st-most-expensive, and the lowest week of 2016 was $1.47 in the week of February 8, 2016. The inflation-adjusted figure for 2020 was $2.52, 22nd-most-expensive, and the inflation-adjusted average rose 35.5% from 2020 to 2021, reaching $3.41 and 13th-most-expensive.
