Analysis
Washington's record: from a small premium to over a dollar
Washington’s premium over the national average has grown more than tenfold since weekly data began in May 2003. It was 10¢ a year from 2003 through 2005, 14¢ to 23¢ from 2009 through 2014, and about 50¢ from 2018 through 2020. It reached 94¢ in 2023, the year the state’s cap-and-invest program and Clean Fuel Standard took effect, and $1.03 in 2025. The state has been above the U.S. average in 97% of weeks. The largest gap below it, 11.3¢, was in the week of September 5, 2005, when Hurricane Katrina raised Gulf Coast and East Coast prices more than those in the Northwest.
Washington’s price often moves with California’s. In the week of October 3, 2022, during California’s refinery problems, Washington rose 38.2¢ while the national average rose 7.1¢, and its premium reached $1.39, the widest in its series.
Washington is the only one of the nine weekly states whose record high is not from June 2022. Its 2022 peak was $5.42, in the week of June 20. The record is $5.60, in the week of May 11, 2026, when the U.S. average was $4.50. The state began 2026 at $3.71. Its largest weekly increase that spring, 37.2¢, came in the week of March 23, two weeks after most of the other weekly states recorded theirs, while the U.S. average rose 24.1¢.
In 2008 Washington peaked at $4.37 in the week of July 7 and fell 27.5¢ in the week of October 27, its largest one-week drop. The 2020 low was $2.23, in the week of May 4, when the national average was $1.79. The lowest price in the series is $1.50, in December 2003.

The 2012 weekly range ran from $3.37 in the week of December 17, 2012 to $4.30 in the week of May 28, 2012. The inflation-adjusted average rose 1.0% from 2011 to 2012, and 2011 ranks 2nd-most-expensive at $5.33 in constant 2025 dollars.
The highest yearly pump average, $4.58 in 2022, ranks 5th-most-expensive at $5.04 in constant 2025 dollars. The inflation-adjusted average rose 23.8% in 2021 from 2020, the largest rise, and fell 24.3% in 2015 from 2014, the largest fall. The lowest yearly pump average, $1.95 in 2004, ranks 20th-most-expensive at $3.33 in constant 2025 dollars. The year 2016 ranks 21st-most-expensive at $3.31 in constant 2025 dollars, and 2020 ranks 22nd-most-expensive at $3.30 in constant 2025 dollars.
The 2025 average was $4.13 in constant 2025 dollars, ranking 12th-most-expensive, and 2024 ranks 11th-most-expensive at $4.18 in constant 2025 dollars. The inflation-adjusted average fell 1.1% from 2024 to 2025. The 2025 weekly range ran from $3.75 in the week of January 6, 2025 to $4.54 in the week of September 15, 2025, and premium averaged 52.2¢ above regular in 2025.
