Analysis
Massachusetts's record since 2003
Of the nine states with weekly EIA data, Massachusetts has stayed closest to the national average over time. Its yearly average has been within 8¢ of the U.S. figure in every full year from 2003 through 2024. The one year with a larger gap was 2025, when it averaged 13¢ below.
The largest one-week increase in its series came after Hurricane Katrina. In the week of September 5, 2005, the Massachusetts average rose 61.5¢ to $3.22. The U.S. average rose 45.9¢ that week. Because New England depends on shipments that originate largely on the Gulf Coast and in New York Harbor, a Gulf Coast refinery outage reaches Massachusetts through the wholesale market within days.
Massachusetts was one of the few weekly states above the national average at the 2022 peak. In the week of June 13, 2022, it reached $5.04, its record, against a U.S. average of $5.01. Its widest gap above the national average came later that summer: 29.0¢ in the week of August 8, 2022. By October it was 37.2¢ below, when West Coast refinery problems pushed the U.S. average up without affecting New England.
In 2008 the state peaked at $4.07 in the week of July 7 and fell to $1.60 by the week of December 29. During the 2020 pandemic its low was $1.84 in the week of May 4, slightly above the U.S. average of $1.79. In 2026 its largest weekly increase was 41.8¢, in the week of March 9, smaller than the U.S. rise of 48.7¢ that week; it peaked at $4.45 in the week of May 18.

Massachusetts's highest yearly average at the pump among complete years was $3.98 in 2022, but that year's $4.38 in constant 2025 dollars ranks 6th-most-expensive of 22 complete years. The most expensive year on that basis is 2012, at $5.11 in constant 2025 dollars against a pump average of $3.64. The 2011 figure of $5.05 in constant 2025 dollars ranks 2nd-most-expensive, with a pump average of $3.53 that year.
The lowest yearly average at the pump, $1.86 in 2004, equals $3.17 in constant 2025 dollars and ranks 18th-most-expensive. In 2020 the pump average was $2.14, or $2.66 in constant 2025 dollars, which ranks 22nd-most-expensive. The 2025 average of $2.97 is the same in constant 2025 dollars and ranks 20th-most-expensive.
On an inflation-adjusted basis the yearly average rose 30.7% in 2021, the largest rise in the series, and fell 30.5% in 2015, the largest fall. Against the U.S. figure for the same weeks, Massachusetts averaged 0.7¢ above in 2011, 2.3¢ above in 2012, 3.2¢ above in 2013 and 3.9¢ above in 2014. In 2025 its premium average was 92.9¢ above its regular average.
