Analysis
Texas's record: a discount that has kept widening
Texas’s discount to the national average has grown for most of the weekly series. Its yearly average was 7¢ to 12¢ below the U.S. figure from 2000 through 2006, 13¢ to 21¢ below from 2007 through 2014, and 44¢ to 48¢ below from 2022 through 2025. The widest weekly gap was 77.2¢, in the week of October 3, 2022, when West Coast refinery problems lifted the national average and Texas averaged $3.01.
The record includes two Gulf Coast hurricanes. In the week of September 5, 2005, after Katrina, Texas rose 42.7¢. In the week of September 4, 2017, after Hurricane Harvey shut about 3.9 million barrels a day of Gulf Coast refining capacity, Texas rose 39.6¢, from $2.17 to $2.56. The February 2021 winter storm, which shut about 20 percent of U.S. refining capacity, shows differently: Texas rose 38¢ between the weeks of February 1 and March 8, 2021, in step with the national average, rather than in a single jump.
The largest one-week drop in the series was 43.6¢, in the week of October 13, 2008. Texas had peaked at $3.97 in the week of July 14, 2008. Its lowest price, just under $1.00, was in the week of December 24, 2001, and its 2020 low $1.43, in the week of May 4, 2020, 36¢ under the national average.
The state’s record weekly average is $4.64, in the week of June 13, 2022, 36.4¢ below the national record set that week. In 2026, Texas started the year at $2.32 and peaked at $3.96 in the week of May 25, about 52¢ below the U.S. average that week.
