Why Missouri gas prices run among the lowest
In the EIA’s July 2026 (revised August 2026) table of motor fuel taxes, Missouri’s state taxes and fees on gasoline total 30.0¢ a gallon, the 22nd-lowest of the 50 states and D.C. The 51-jurisdiction average is 33.8¢, and the federal tax adds 18.4¢ everywhere. A 2021 law raised Missouri’s excise tax from 17¢ in annual steps to 29.5¢, reached on July 1, 2025. Drivers who buy fuel for personal on-road vehicles can claim a refund of the portion above 17¢ if they keep receipts. The EIA also notes that local option taxes are allowed on top of the state rate.
Missouri has no refineries, according to the EIA. The nearest large one, WRB Refining at Wood River, Illinois, is across the Mississippi from St. Louis. St. Louis city and St. Louis, St. Charles, Jefferson, and Franklin counties require federal reformulated gasoline. Clay, Jackson, and Platte counties in the Kansas City area had a 7.0 psi summer volatility limit until the EPA removed it from Missouri’s air plan effective April 12, 2021.
Missouri has no weekly EIA series; the Midwest region’s weekly prices over 2004–2025 averaged 9.8% below their annual mean in January and 7.5% above in June.
In the EIA’s annual state series, Missouri has been among the five cheapest states in 26 years since 1978 (1978, 1980–1995, 2004–2006, and 2008–2013), and it had the lowest average of the 51 in 1983–1986 and 2008. Its highest-priced ranking was 29th-cheapest, in 1973 and 1974. Its gap to the U.S. average ranged from 4.5¢ to 17.7¢ below from 2000 through 2014 and from 16.7¢ to 27.4¢ below from 2015 through 2024. The highest annual average is $3.62, in 2022. Adjusted for inflation, the highest was 2011 (2012 was within a cent), at $4.73 in 2025 dollars.

Missouri's Rank Through the Decades
Missouri ranked 6th-cheapest in 1970, when its average was $0.34. The 1980 average of $1.17 and the 1990 average of $1.08 each ranked 3rd-cheapest. In 2000 Missouri was 9th-cheapest at $1.42, it returned to 3rd-cheapest in 2010 at $2.60, and it was 9th-cheapest again in 2020 at $1.95.
Among the bordering states in 2024, Arkansas had the lowest average at $2.92, and Missouri averaged 10.6¢ above it. Nebraska had the highest at $3.21, and Missouri averaged 17.8¢ below it. Illinois was at $3.18 and Iowa at $3.12, so Missouri averaged 14.7¢ below Illinois and 9.1¢ below Iowa. Missouri also averaged 0.7¢ below Oklahoma, which stood at $3.04.
Missouri's 2024 average of $3.03 was 25.6¢ below the U.S. figure of $3.29, and it ranked 9th-cheapest, or 43rd-most-expensive. The 27.4¢ recorded in 2023 is the largest amount by which Missouri averaged below the U.S. in 1970 to 2024. Only 1973 saw Missouri above the U.S. average, by 0.4¢. In 1986 the annual average fell 28.6%, its largest one-year fall.
