What sets Alabama gas prices
In the EIA’s July 2026 (revised August 2026) table of motor fuel taxes, Alabama’s state taxes and fees on gasoline total 31.0¢ a gallon, the 26th-highest of the 50 states and D.C. The 51-jurisdiction average is 33.8¢, and the federal tax adds 18.4¢ everywhere. The Rebuild Alabama Act of 2019 raised the excise tax by 10¢ in three steps (6¢ in September 2019, then 2¢ in October 2020 and 2¢ in October 2021) and tied it to a national highway construction cost index. The rate is now reviewed every other year, with each adjustment capped at 1¢; it rose by 1¢ in October 2023 and again in July 2025. Counties and cities may levy their own fuel taxes on top of the state rate.
Alabama has three refineries, with a combined capacity of about 142,000 barrels a day in the EIA’s January 2026 count: Vertex at Saraland near Mobile, Hunt at Tuscaloosa, and a small plant at Atmore. Both the Colonial and Plantation pipelines, which carry Gulf Coast gasoline toward the East Coast, cross the state, so most of its supply is a short distance from the refining center.
The EIA publishes only an annual average for Alabama. Since 2010 it was the cheapest of the 50 states and D.C. in 2015 and 2017, and second or third cheapest in 2013, 2014, 2016, 2018, 2019, 2020, 2021, 2023, and 2024. Its average gap to the U.S. average was 7.3¢ below in the 2000s and 36.2¢ below in 2020–2024. Alabama’s record annual average is $3.49 in 2022. Adjusted for inflation, the most expensive year was 1981, at $4.98 in 2025 dollars. In 1981 Alabama ranked 41st.
Alabama is in the EIA’s Gulf Coast region (PADD 3). In that region’s weekly data for 2004–2025, January prices average 9.0% below the year’s mean and June prices 6.5% above, close to the national pattern.
A note on the annual figures: for states without a weekly EIA survey, the EIA’s State Energy Data System estimates each year after 2010 by applying the change in the state’s region to its 2010 price, so year-to-year moves since 2011 reflect the region rather than events within the state.
