What sets Arizona gas prices
In the EIA’s July 2026 (revised August 2026) table of motor fuel taxes, Arizona’s state taxes and fees on gasoline total 19.0¢ a gallon, the 4th-lowest of the 50 states and D.C. The 51-jurisdiction average is 33.8¢, and the federal tax adds 18.4¢ everywhere. Arizona’s excise tax is 18¢ a gallon, plus a 1¢ storage tank tax. The rate is not indexed to inflation.
Arizona has no refineries; the EIA’s refinery capacity table lists none in the state. Its gasoline arrives by pipeline from refineries in southern California and west Texas. The Phoenix area requires its own cleaner-burning gasoline formulation, separate from the federal reformulated gasoline sold in other large metro areas.
For most of the record Arizona sat close to the national average. Its annual average was within two cents of the U.S. figure in 15 of the 23 years from 1970 through 1992, and it ranked 6th-cheapest in 1983 and 8th in 1991. The largest one-year break before 2011 came in 2003: Arizona moved from 0.3¢ above the U.S. average in 2002 to 14.6¢ above, and from 19th to 46th in the national ranking. It fell back below the U.S. average from 2007 through 2014.
Since 2011 the EIA has estimated Arizona’s annual price by applying the trend of its region, the West Coast excluding California, to its 2010 level. That region also includes Washington and Oregon, whose prices rose faster than the country’s. Arizona’s estimated gap went from 10.7¢ below the U.S. average in 2011 to 56.6¢ above in 2022 and 51.3¢ above in 2024, which reflects the regional trend as much as conditions in Arizona. The record annual average is $4.46, in 2022; adjusted for inflation, the high was 2012 ($4.92 in 2025 dollars) and the low 1998.
In the regional weekly series, prices bottom out in January, about 10.7% below the annual average, and peak in June, 6.5% above.
A note on the annual figures: for states without a weekly EIA survey, the EIA’s State Energy Data System estimates each year after 2010 by applying the change in the state’s region to its 2010 price, so year-to-year moves since 2011 reflect the region rather than events within the state.
