Gas Prices in Minnesota Today

In the EIA’s July 2026 (revised August 2026) table of motor fuel taxes, Minnesota’s state taxes and fees on gasoline total 32.7¢ a gallon, tied for the 22nd-highest of the 50 states and D.C. The 51-jurisdiction average is 33.8¢, and the federal tax adds 18.4¢ everywhere. Since January 2024 the rate has been indexed: under a 2023 law it is recalculated each year from a highway construction cost index, with increases capped at 3 percent a year and no decreases. The small remainder of the state figure is an inspection fee.

Minnesota has two refineries, both in the Twin Cities area: Flint Hills Resources’ Pine Bend refinery in Rosemount and the St. Paul Park refinery owned by Marathon. The EIA lists their combined capacity at about 440,000 barrels a day. They run largely on crude oil from western Canada and North Dakota. In-state refining is one reason Minnesota’s average has been below the U.S. average in about 87 percent of weeks since 2000, by 9.6¢ on average.

State law requires most gasoline sold in Minnesota to contain at least 10 percent ethanol. The state has no reformulated-gasoline areas, and the EIA reports only conventional gasoline for Minnesota.

Minnesota’s seasonal range is close to Ohio’s and wider than New York’s or Florida’s. Averaged over 2004–2025, January is 9.7% below the year’s average and June 6.3% above, and prices stay at least 4.6% above average from May through September. Because two refineries supply much of the state, a problem at either one can move Minnesota prices apart from the rest of the country, as the spring 2013 outage shows on the history page.

Minnesota's highest annual average at the pump was $3.80 in 2022, and the EIA weekly series records its highest regular price at $4.75 in the week of June 13, 2022. Adjusted to constant 2025 dollars, the highest annual average was $5.06 in 2011 and the lowest was $2.24 in 1998. The largest one-year rise, 39.9%, came in 2021, and the largest one-year fall, 27.3%, came in 2015.

Minnesota's cheapest ranking in any year from 1970 to 2024 was 6th-cheapest in 1981. Its least favourable was 48th-cheapest, which is 4th-most-expensive, in 1985, the year it averaged 9.0¢ above the U.S. In 1990 Minnesota ranked 38th-cheapest at $1.20, and in 2000 it ranked 29th-cheapest at $1.52. In 2010 it was 33rd-cheapest at $2.77, and in 2020 it was 19th-cheapest at $2.04.

Between 1970 and 2024, Minnesota averaged below the U.S. in 20 of 55 years and above it in 35 of 55 years. In 2024 its $3.15 was 13.7¢ below the U.S. figure of $3.29, and it ranked 20th-cheapest. Among its bordering states that year, only Iowa, at $3.12, averaged less than Minnesota, which averaged 2.8¢ above it. Minnesota averaged 13.0¢ below Wisconsin ($3.28) and 16.5¢ below North Dakota ($3.31), the highest of the four.
