A June 18, 2026 agreement between the United States and Iran reopened the strait, but some constraints on exports from the Middle East persisted, and Brent averaged $91 a barrel in August, $7 higher than in July. The national average was $4.48 in the week of September 21, 2026. Presidents have limited control over pump prices, which follow crude oil, refining and tax conditions; the site’s explainer sets out what a president can and cannot change.
